What Is a Realistic Billable Utilization Rate for a Freelance Consultant?

A lot of freelancers and consultants make the same mistake when they calculate their hourly rate: they assume they can bill 40 hours per week. That sounds logical. It is also usually wrong. Painfully wrong. The kind of wrong that looks harmless in a spreadsheet, then quietly eats your profit while pretending to be "just a small assumption."

In the real world, freelancers do not bill every hour they work. They spend time finding clients, writing proposals, answering emails, handling invoices, managing software, learning new tools, fixing problems, updating websites, and chasing clients who treat payment terms like light fiction. That time matters. It is real work. It just may not be billable.

What Is Billable Utilization?

Billable utilization is the percentage of your working time that you can actually charge to clients. The basic formula is:

Billable hours ÷ total working hours = billable utilization rate

For example, if you work 40 hours in a week and bill 25 of those hours to clients: 25 ÷ 40 = 62.5% billable utilization. That means 62.5% of your time generated direct client revenue. The other 37.5% may still have been necessary, but it did not directly create billable income.

Why Billable Utilization Matters

Your billable hours have to carry the financial weight of your non-billable hours. If you need your business to generate $120,000 per year, the number of hours you can realistically bill changes the rate you need to charge significantly:

$120,000 ÷ 2,000 billable hours = $60/hr
$120,000 ÷ 1,200 billable hours = $100/hr

Same income target. Different billable hours. Very different rate.

What Is a Realistic Utilization Rate?

For many solo freelancers and consultants, a realistic billable utilization rate falls somewhere between 50% and 75% of total working time. Here is a practical breakdown:

For many independent consultants, 60% to 70% is a reasonable planning range.

Example: 2080 Hours vs. Realistic Billable Hours

Starting with 2,080 total work hours, subtracting realistic non-billable time — 160 hours vacation and holidays, 40 hours sick/personal, 40 hours training, 250 hours business admin, 250 hours sales and marketing, 150 hours proposals and onboarding, 200 hours project gaps — removes roughly 1,090 hours. Your realistic billable hours may be closer to 990 per year. That is a very different number than 2,080.

How Utilization Changes Your Hourly Rate

If your business needs $150,000 per year to cover income, taxes, benefits, expenses, and buffer:

Same revenue goal. Same person. Same skills. Completely different prices depending on utilization assumption.

What Utilization Rate Should You Use?

Start conservatively. A good first-pass estimate: 900–1,100 hours if you are new and still building clients; 1,100–1,400 hours if you have some repeat work or a growing pipeline; 1,400–1,600 hours if you are in steady demand with efficient systems. There is nothing wrong with being ambitious. There is something wrong with pricing your business on fantasy hours.

Bottom Line

A realistic billable utilization rate for a freelance consultant is usually much lower than 100% of working time. Planning around 50% to 75% utilization is more realistic than assuming every working hour will be billable. A freelancer who works 2,080 hours in a year may only bill 1,000 to 1,500 of them — and your hourly rate has to account for that gap.
